EXPERIENCE United Airlines, Washington, D.C., August 1998- September 2001, Chief Pilot I was the manager of 1300 pilots with a staff of 13 and 6 managers reporting to me. I had management and administrative responsibility for the pilots assigned to the 3 Washington area airports. I also provided all aviation technical expertise to the 3 Washington area stations as well as 27 regional stations with United Airlines operations. I had extensive responsibilities for liaison with such agencies as Metropolitan Washington Airports Authority, Air Traffic Control, Federal Aviation Agency, National Transportation Safety Board, Maryland Department of Aviation and due to the large international operation in Washington I worked closely with government agencies of both Europe and Central America.
United Airlines, Washington, D.C., October 1993- July 31, 1998, Flight Manager I Assisted the Chief Pilot in the administration of the 450 pilots assigned to me in Washington. I was responsible for the flight technical operation of United Airlines at its Dulles International Airport hub. I was the hearing officer for union grievances and developed a new process for handling grievances in a more timely manner. I served regularly as the Flight Operations System Duty Manager at World Headquarters. During that period I was the United Airlines manager responsible for all system wide decisions concerning the operation of the airline. I also investigated operational errors and incidents and was responsible for corrective action.
United Airlines, Denver, CO., January 1991- September 1993, Flight Standards Captain I was responsible for development of flight procedures for the Boeing 737 fleet. I was instrumental in the development of pilot training and checking standards and administered pilot simulator and airplane checks as well as FAA rating rides. I worked with the team to open United Airlines Central American operation and flew the inaugural flights into several new stations in the region.

ADDITIONAL ACTIVITIES Lovettsville Volunteer Rescue Squad, Lovettsville, VA, August 1973- November 1983 Was an Emergency Medical Technician and CPR instructor. I was Training Officer for 3 years and Chief of the squad my last year. Recognized as Fireman of the year in Loudoun County Virginia in 1975 and Rescue Squadsman of the year in 1981. Was representative to the Loudoun County Fire and Rescue association and was instrumental in development of the county emergency medical system and EMT training program.
Airline Pilots Association, Washington, D.C., 1969- 1975 Aircraft Accident Investigator I was a member of the team assigned to avionics. I was responsible for investigating the role of enroute navigation facility or approach navigation facility role in any airline aircraft accident.

I represented ALPA on several special committees of RTCA including the development and implementation of the Microwave Landing System (MLS) and the use of split channel communications and navigation electronics.

SUMMARY I began flying in December, 1957 and have logged about 18,000 flying hours in everything from Piper Cubs to the Boeing 777. As a Flight Instructor I have had over 40 students successfully complete flight training and gain an FAA pilot’s license. At United Airlines, in addition to being a line Captain, I have held several positions of high responsibility, including being a Check Pilot, Flight Manager, and Chief Pilot. I have conducted numerous investigations of incidents and 2 accidents. After retirement I was called back to represent United Airlines at the flight 93 crash site in Pennsylvania following 9/11. I have been an Accident Investigator for the Airline Pilots Association as well as a member of several working groups for aviation improvement. During my airline career I maintained my interest and participation in General Aviation. I currently fly a twin engine aircraft regularly and own my own single engine aircraft.
